The count is against the sources: frontmatter field specifically — what the Source Reference Resolution protocol and the C6 coverage check actually measure. Prose links (as in the Source catalog) do not count. Binary scans colocated in raw/ alongside their .md sidecars are tracked through the sidecar; a handful of binaries with no sidecar (figure PNGs, the NSRC .ppt/.xls) are additionally cited directly by the era bundles that describe them.
